Preliminary Ecological Appraisals provide baseline ecological information and are the initial form of ecological assessment for most development projects.  PEAs have superseded the ‘Extended Phase 1 Habitat Survey’ and are now commonly requested by local planning authorities.  The habitats within the site are evaluated and mapped (Phase 1 habitat mapping) and the site is appraised for its suitability to support species of material consideration to planning, such as those that are legally protected or legally controlled.

Preliminary Ecological Appraisals involve a desk-top study whereby ecological information is sourced to search for records of designated sites, habitats and species within and around the proposed site.  This data is evaluated to determine whether the proposal is likely to impact upon these ecological features.  The field survey is conducted by an experienced ecologist and should ideally be undertaken from April to October.  If this is not possible and a proper assessment of habitats and flora cannot be made, then further survey is likely to be required during the growing season.  Detailed species lists for each habitat type are compiled.  Searches will also be made for legally controlled species, such as Japanese knotweed and giant hogweed.  Preliminary searches are carried out to identify the presence, or potential presence, of legally protected species and other species of conservation concern relevant to the planning system.

The findings are detailed in a comprehensive high-quality report which will include species lists, mapping of all habitat types and guidance on any requirements for further survey.  The report will also highlight any features that are deemed to be of ecological importance and recommend appropriate actions to mitigate for the loss of habitats on site. This report can be used to inform Land Use and Ecology BREEAM Assessments.

Preliminary Ecological Appraisals involve a single survey visit and, as such, act as a ‘snapshot’ in time, whereby only the species present at the time of the survey are recorded. It can therefore be useful to undertake a desk-based study. This is a recommended service which increases the robustness of survey findings and is often requested by the planning department. The desk based study involves consultation with local biological record centres for records of protected species, priority habitats and non-designated conservation sites within 1km of the site. Defra’s online facility ‘Magic Map’ provides information on designated conservation sites within the local and wider area.
